Michelle Morais de Sa e Silva, Assistant Professor, University of Oklahoma

Brazil’s renowned Bolsa Familia was a conditional cash transfer program that contributed to reducing the income poverty of its 14 million beneficiary families. This job talk will focus on the program’s connection to education policymaking and the sustainability of its policy model. The research involved an in-depth study of Bolsa Familia, as well as comparative analysis addressing the policy diffusion of conditional cash transfers to over 40 countries.

Bio: Michelle Morais de Sa e Silva is the Co-Director of the Center for Brazil Studies and Wick Cary assistant professor in International and Area Studies at the University of Oklahoma. She was previously Head of Graduate Programs and professor at Brazil’s National School of Public Administration (ENAP). She had also been Coordinator General for International Cooperation at Brazil’s Ministry of Human Rights (2011-2014). Before that, she was a UNESCO staff member for six years, where she began her career in international education. In addition to Brazil, Dr. Morais has worked in Angola, Colombia, Mozambique, and Russia. She received her Ph.D. and MPhil from Teachers College, Columbia University, and her MA in Development Studies from the International Institute of Social Studies in the Hague, the Netherlands. In 2015, she did a year of postdoctoral research at the Carr Center for Human Rights Policy, Harvard Kennedy School of Government. Her research agenda has been mostly focused on issues of comparative policy, international cooperation for development, and international comparative education. Dr. Morais is the author of the book Poverty Reduction, Education, and the Global Diffusion of Conditional Cash Transfers.
